Synods and councils 공의회와 협의체는

are to handle or conclude nothing but that which is ecclesiastical: 교회와 관련된 것 이외의 것을 다루어서는 안 되고,

 

2. 공의회와 협의체가 다룰 수 없는 사안

 

and are not to intermeddle with civil affairs which concern the commonwealth, 국가와 관련 있는 문제에 간섭해서는 안 된다.

 

예외

 

unless by way of humble petition in cases extraordinary. 다만 특별한 경우에 있어서 겸허한 태도로 청원하는 형식을 취하거나

 

or by way of advice for satisfaction of conscience, 양심껏 충고하는 방식을 취할 수 있다.
