God the supreme Lord and King of all the world
온 세상의 주가 되시고 왕이신 하나님께서는

hath ordained civil magistrates to be under Him, over the people
자신의 권위 아래 백성들을 위해 다스릴 자들을 임명하셨는데,

3. 목적: 하나님의 영광과 공공의 유익

for His own glory, and the public good;
이는 자신의 영광을 위함이며, 백성의 공공의 유익을 위함입니다.

4. 권력과 책임

and, to this end, hath armed them with the power of the sword
그리고 이 목적을 위해서, 백성들을 다스리는 자들에게 무력을 주셨습니다.

5. 권력의 사용

for the defence and encouragement of them that are good, and for the punishment of evil doers
이는 선한 자들을 보호하고 격려하며, 악행하는 자들을 벌하기 위함입니다.
